Marco Malacarne is the Head of Unit "Security Research and Development" Directorate General for Enterprise and Industry European Commission, Brussels. As of January 2008, he is responsible for "Security Research and Development", part of the Seventh Framework Programme for European Community R&D. The Unit is also closely involved with the activities of the newly created "European Security Research and Innovation Forum". Previously, and as of early 2004, he was responsible for "Space Research and Development", with particular emphasis on Earth Observation and the development of GMES (Global Monitoring for Environment and Security), in close cooperation with ESA.

J. Dennis Hastert

J. Dennis Hastert, former Speaker of the U.S. House of Representatives, joined Dickstein Shapiro LLP in 2008 as a member of the Firm’s Public Policy & Law Practice. Speaker Hastert served from January 6, 1999 until January 3, 2007 and was the longest-serving Republican Speaker in history. He was elected to the House in 1987 and served Illinois’ 14th Congressional District. Hastert received his B.A. in economics from Wheaton College (1964) and his M.S. in philosophy of education from Northern Illinois University (1967).

Luigi Rebuffi

Luigi Rebuffi graduated in Nuclear Engineering at the “Politecnico di Milano” (1984).
He holds a PhD in Engineering at the Paris – Orsay University (1987). Since 2003 he is the initiator and since 2007, the CEO, of the European Organisation for Security (EOS), gathering the most important European private security stakeholders and public NGOs from the supply and demand side to develop and implement consistent European security solutions and services in a comprehensive approach.

“With the creation of EOS, European Industry Stakeholders have now found a way to address the fragmentation of the European security  market together with the European Commission, Memberstates and both users and operators.”

 


Dr. D.A. Henderson

World renowned Scholar and Professor Donald A. Henderson will appear as a main speaker during the Tales from the Hot Seat, the last programme session of Day 1.

Dr. Henderson is a Distinguished Scholar at the Center for Biosecurity of UPMC and a Professor of Public Health and Medicine at the University of Pittsburgh. He is Dean Emeritus and Professor of the Johns Hopkins School of Public Health and a Founding Director (1998) of the Johns Hopkins Center for Civilian Biodefense Strategies. From November 2001 through April 2003, he served as the Director of the Office of Public Health Emergency Preparedness and, later, as the Principal Science Advisor, in the Office of the Secretary of the Department of Health and Human Services. Dr Henderson’s previous positions include Director of the World Health Organization’s global smallpox eradication campaign (1966-77). In 2002, he received the Presidential Medal of Freedom, the nation’s highest civilian honor. Dr. Henderson serves as an advisor to many organizations in the United States and abroad.

Detlof von Winterfeldt

Detlof von Winterfeldt is a Professor of Industrial and Systems Engineering and of Public Policy and Management at the University of Southern California. He also is the director of USC’s Homeland Security Center for Risk and Economic Analysis of Terrorist Events (CREATE) and the International Institute for Applied Systems Analysis (IIASA). For the past thirty years, he has been active in teaching, research, university administration, and consulting. He has taught courses in statistics, decision analysis, risk analysis and management, and human judgment and decision-making. His research interests are in the foundation and practice of decision and risk analysis as applied to technology, environmental and security problems.

Dr. Paul Weissenberg

Dr Paul Weissenberg studied law at the Universities of Würzburg and Freiburg (Germany), followed by post-graduate studies in European law in Geneva (Switzerland) and by a PhD in European law at the University of Geneva. Dr Weissenberg started working for the European Commission in 1989 as Member of Cabinet of Dr Martin Bangemann, Vice-President of the European Commission responsible for Industrial Policy. In 1996 he was appointed Head of Cabinet of Dr Martin Bangemann. From 2000 to 2005 he was Head of the Single Market Directorate responsible inter alia for automotive and pharmaceutical legislation. He was a Member of the Management Board of the European Medicines Agency (EMEA). Since January 2005 he has been in charge of the Directorate for Aerospace, GMES, Security and Defense and has been appointed Coordinator for Aerospace, GMES, Security and Defense within DG Enterprise and Industry.

Dragutin Mate is a Slovenian diplomat and politician. He graduated at the Faculty of Social Sciences of the University of Ljubljana. In 1994 Mate became the main adviser for international cooperation in the Defense Minister's Office. After 1994, he switched to the diplomatic service and from 1996 to 2000, he served as the Slovenian military attaché in Bosnia and Herzegovina. After leaving the post as military attaché he resumed to work at the Ministry of Defense. During 2004 and 2008 he served as Minister of Interior in the centre-right government led by Janez Janša. Since November 2008 he is the chairman of ESRIF (European Security Research & Innovation Forum).

Prof. Ragnar Norrby

Prof. Ragnar Norrby, Chairman of the IVI Board of Trustees, has had a distinguished career in infectious diseases in academia, clinical medicine and industry. With a Ph.D. in medicine from the University of Gothenburg in Sweden, he has served as a professor at the University of Lund, Sweden for over 20 years. In May 2009 Norrby resigned after eight years as the Director General of the Swedish Institute for Infectious Disease Control. He has been on the IVI Board since 2004 as one of five members representing the IVI's Signatories before beginning his term as Board Chairman in May 2006.

Prof. Bengt Sundelius

Prof. Bengt Sundelius is Head of the Department of Security and Strategy of the Swedish National Defence College and Professor of Government, Uppsala University. He was 2004-08 the Chief Scientist at the Swedish Emergency Management Agency. He continues to to serve as Swedish Agreement Director for the Science & Technology Agreement between the Government of Sweden and the Department of Homeland Security that he was instrumental in completing in April 2007. He has served on the EU Commission based European Security Research Advisory Board (ESRAB) and now serves as an expert on the European Security Research and Innovation Forum (ESRIF) that will formulate the 8th EU program agenda for European security research. He has published eighteen books and numerous articles on European security and foreign policy issues.

Brian Finch

Brian Finch joined Dickstein Shapiro in 2006, as counsel in the Government Law & Strategy Group and head of the firm's Homeland Security Practice. Mr. Finch focuses his practice on homeland security, Federal regulatory matters, and government affairs. Mr. Finch received his B.S. from Cornell University in 1996, his M.A. in 1999 from The George Washington University's Elliott School of International Affairs, and his J.D. from The George Washington
University School of Law in 1999.

Sten Tolgfors

Sten Tolgfors was appointed Minister of Defence in 2007. He became a member of Swedish Parliament in 1994, and has served in different Parliament Committees, including committees on Education, Social Insurance, Industry and Trade, as well as the Committee on Foreign Affairs. Mr. Tolgfors holds a B.Sc. in Political Science.

Helena Lindberg

Helena Lindberg is the Director General of the Swedish Civil Contingencies Agency (MSB). The overall objective of the MSB is to advance and support societal preparedness for emergencies, crises and disasters and contribute to reducing the consequences of these when they occur. The MSB replaces the Swedish Rescue Services Agency (SRSA), the Swedish Emergency Management Agency (SEMA), and the Swedish National Board of Psychological Defense, all of which ceased operations and closed down in December 2008. Ms. Lindberg was also Director-General for the SRSA and SEMA in 2008. Ms. Lindberg was permanent Under-Secretary at the Ministry of Defense 2003-2008, and legal adviser at the Government Secretariat for Intelligence Coordination in 2001-2003.

Gunnar Hökmark

Gunnar Hökmark is a Member of the European Parliament for the Moderate Party; part of the European People's Party. He was placed top of the Moderate Party list for the European Parliament in 2004 and was duly elected. He is now the leader of the Moderate Party group. He was appointed Party Secretary Moderate Party in 1991 and served in that position until 2000. Gunnar Hökmark was the president of the Moderate Youth League 1979-1984 and a member of Swedish Parliament between 1982 and 2004.

Göran Lennmarker

Göran Lennmarker became a Member of Swedish Parliament in 1991, representing the Moderate Party. He is currently the Chairman of the Committee on Foreign Affairs. Mr. Lennmarker has previously chaired both the Committee on EU Affairs and the Committee on the Constitution, and has served in many international positions including president of the OSCE PA. Between 2006 and 2007 he was the Chairman of the Swedish Defence and Homeland Security Commission, a forum for consultations between the Government and representatives of the political parties of Parliament concerning the long-range development of Swedish Defence and Security Policy.

DHS Science & Technology (S&T) Directorate

Mr. Bradley Buswell is Under Secretary (acting) of the S&T Directorate. He is a retired submarine officer who served in numerous assignments at sea and in Washington, DC. His Washington assignments included Congressional Liaison for Navy Research and Development Programs in the Navy Office of Legislative Affairs, Assistant to the Chief of Naval Operations for Force Transformation, Executive Assistant to the Chief of Naval Research, and various other positions on the Navy staff. He joined the Department of Homeland Security Science & Technology Directorate in October 2006. Mr. Buswell holds a Bachelors of Science in Systems Engineering from the U.S. Naval Academy and a Masters of Business Administration from The George Washington University.

Dr. Thomas A. Cellucci is the Chief Commercialization Officer (CCO) and is responsible for initiatives that identify, evaluate and commercialize technology for the specific goal of rapidly developing and deploying products and services that meet the specific operational requirements of the Department of Homeland Security's Operating Components and its end users. Cellucci earned a PhD in Physical Chemistry from the University of Pennsylvania, an MBA from Rutgers University and a BS in Chemistry from Fordham University.

Dr. Matthew Clark is the Director of University Programs and is responsible for developing, managing, integrating, and delivering the results from a $50 million annual research and education program, which includes the DHS Centers of Excellence, the Scholars and Fellows program, and the Minority Serving Institutions program. He received his Ph.D. from the University of Washington, his master's degree from Washington State University, and his bachelor's degree from the University of Massachusetts.

A. Trent DePersia currently serves as Deputy Director of the Command, Control, and Interoperability Division (CID). He is responsible for managing and coordinating technologies for communications interoperability, information sharing and analysis, cyber security, and sensors and investigative tools for law enforcement, public safety and first responders. DePersia earned a master's degree in Physics from American University and a bachelor's degree in Physics from Bradley University.


Mr. Christopher Doyle serves as the Head of the Infrastructure and Geophysical Division and leads the S&T effort to conduct research and development on behalf of emergency response and infrastructure protection. Doyle's Federal career began in 1992 in the headquarters of FEMA where he learned response and recovery from the field and headquarters perspective. Doyle graduated from Virginia Tech in 1989 with a B.S. in Civil Engineering.

Ms. Anh Duong is the Director of the Border and Maritime Security Division. Anh Duong graduated Cum Laude in Chemical Engineering and Computer Science from the University of Maryland and earned an M.S. in Public Administration with Honors from the American University. Before joining DHS, she spent 25 years working in Naval Science and Technology.

Dr. Elizabeth George is the Director of the Chemical and Biological Division. For the past five years, she has served as the Deputy Director. Prior to merging into the new Department in March 2003, Dr. George was the Director of the Chemical & Biological National Security Program in the Department of Energy's National Nuclear Security Administration's Office of Nonproliferation Research & Engineering. She received her B.S. in Biology (1977) from Virginia Polytechnic Institute and State University and M.S. and Ph.D. in Microbiology (1979 and 1984) from North Carolina State University.

Jalal Mapar is a Program Manager at the Infrastructure & Geophysical Division. He currently manages a portfolio of S&T programs to provide capabilities for the nation's emergency preparedness and response community. These programs focus on incident management systems and logistics, first responder technologies, and modelling and simulation based systems for disaster planning/analysis/training.. Mr. Mapar holds a B.S. and M.S. in Aerospace Engineering from the University of Texas at Austin.

Dr. Sharla P. Rausch is the first Director of the Human Factors/Behavioral Science Division. Dr. Rausch served as the Deputy Director, Office of Systems Engineering and Development from August 2004 through September 2006. She received a B.A. in social psychology from Florida Atlantic University, a M.S. in sociology from Florida State University, and a Doctor of Philosophy in sociology from the University of Connecticut.

Mr. James Tuttle, M.S. is the head of the Explosives Division, Mr. Tuttle is responsible for all stages of scientific research and technology development for explosives detection, blast mitigation, and response to non-nuclear explosives and other energetic threats including shoulder-fired missiles aimed at commercial aircraft. Mr. Tuttle holds a B.S. in electrical engineering from Virginia Tech and an M.S. in engineering management from the Florida Institute of Technology.

Dr. Starnes E. Walker is the Director of Research. Dr. Walker oversees the Office of National Laboratories, the Office of University Programs for the DHS Centers of Excellence, and the Academic Fellowship and Scholarship Program Office. Previously, Dr. Walker served as the Technical Director and Chief Scientist reporting directly to the Chief of Naval Research. Dr. Walker holds B.S., M.S., and Ph.D. degrees in physics from the University of California, and an honorary degree in nuclear engineering from the University of Missouri-Rolla. Dr. Walker is Chairman of the Joint Laboratory Board of the Joint Improvised Explosive Devices Defeat Organization (JIEDO).

Dr. Peter T. Pesenti, is currently the Program Manager for the Bioforensics Research and Development Program within the Chemical-Biological Division. He has been with the department since its establishment in March 2003. Dr. Pesenti holds a Ph.D. (Environmental Microbiology) from George Mason University, an MBA (Health Systems) from Golden Gate University, an M.S. (Systems Management) from the Air Force Institute of Technology, and B.A. (Biology) from St. Michael's College, Vermont.

Dr. Michael Shepard is the Program Manager for Standoff Detection Programs with the Explosives Division. Multiple detection efforts for both person and vehicle-borne IED s fall under Dr. Shepard's direction within the Standoff Detection Program. Current Research and Development (R&D) programs range from novel sampling methodologies to trace detection and bulk imaging technologies. Dr. Shepard earned a Ph.D. in Analytical Chemistry from the University of Florida in 2002.
